For our Sub-Saharan Africa Division, we are seeking a dynamic, organised and creative individual to be our next

Team lead / Senior Police advisor / (100%)

Location: Banjul, The Gambia

Starting date: December 1, 2020

Duration: 30 Months, with the possibility of renewal

The role

The Team lead / Senior Police Adviser will provide overall leadership to DCAF’s programme in The Gambia in support to the SSR process in The Gambia. The programme is intended to improve the efficiency, effectiveness and accountability of the security sector, and the Gambian Police Force (GPF) more specifically. The programme will accordingly support the Ministry of Interior and the GPF to strengthen command, management, and accountability of the police and support external oversight actors to strengthen their roles in regulation and oversight of the security sector, with a particular focus on police reform.

He/she will be based in Banjul, The Gambia, and will provide both strategic and technical support as well as coordinating a team of national experts. The Team lead / Senior Police Officer will represent DCAF in The Gambia and will report to DCAF’s Head of the Sub-Saharan Africa Division.

Key areas of operation:

1. Technical support to Gambian Police Forces

As a Senior Police expert, and in line with the programme’s objectives and activities:

  • Provide day-to-day mentoring and technical support and advice to members of the GPF, Ministry of Interior and other actors;

  • Provide specific police expertise on technical issues such as resources management (operational efficiency, deployments), crisis management, performance management, and leadership;

  • Support the development of strategic policies, including policing doctrines;

  • Contribute to the design and delivery of training and workshops to GFP or other actors on police matters;

  • Coordinate and manage the work of short-terms police experts deployed in Banjul or in the regions.

2. Programme management and representation

As a Team lead:

  • Manage all aspects of the implementation of DCAF’s programme and oversee a portfolio of program components with diverse partners;

  • Manage and mentor DCAF’s team in Banjul and ensure DCAF’s full compliance with all local laws and regulations;

  • Represent DCAF with national authorities and partners; provide expertise to SSR related public events as requested;

  • Supervise, monitor and evaluate project implementation including data collection, internal or independent evaluations, course correction or iteration;

  • Liaise and coordinate with relevant national and international stakeholders, including executive and legislative authorities, police and security forces, National Human Rights Commissions, community leaders, civil society, media, regional bodies, project donors, and the United Nations;

  • Monitor, analyse and provide written reports of political developments and program results in The Gambia;

  • Ensure communication with SSAD team in Geneva is seamless and comprehensive;

  • Oversee execution of budget approved by management;

  • Actively engage in resource mobilization with potential donors and government counterparts at country level.

YOUR EXPERIENCE

Education:

Advanced university degree in security studies, political science, law, international relations or a related field; a combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of 10 years of operational experience or senior command roles in the Police
  • A minimum of four years of international experience in police reform contexts as an advisor or programme manager
  • Experience in working in Sub-Saharan Africa is desirable but not a requirement
  • Knowledgeable and in-depth understanding of security sector governance
  • Familiarity with project planning and design, budget management, project implementation and monitoring and evaluation
  • Excellent communications skills, and a perfect command of written and spoken English
  • Excellent organisation skills with strong attention to detail
  • Advanced university degree (or equivalent work experience) in international relations, peace, or security studies
  • Familiarity with the UN, EU, AU, ECOWAS, and other intergovernmental and/or regional organisations
